So, what difference has it made that a conservative “pro-family, private property rights, less government, lower taxes, free enterprise, individual responsibility” legislator represent the folks back home in Union Co.?
The Legislature is under control of the
Democrat party and
even though I serve in the minority party, I was able to obtain
unanimous support of the NC House for federal deportation center for
illegal immigrants in
Also, I co-sponsored a bill to limit eminent domain. We were successful in getting one bill passed into law. We even forced the Speaker to bring another bill out of committee which limited eminent domain but wrote it into the NC Constitution so it would not be changed as easily as a law can. The Speaker maneuvered this bill back into committee leaving this fight for a future session. Much important work is done in committees. For example in March, 2008, in the Interim Committee on Education, I was able to point out the great need for improving our state’s reciprocity agreement for licensing out of state teachers to teach in NC. NC institutions supply about two thousand teachers annually while the state needs ten to twelve thousand new teachers each year. Early in the mourning Howard Lee, Chairman of the State Board of Education, told me reciprocity was not a significant issue. By the end of the meeting, he stated to the committee it was a matter of grave concern to the State Board of Education and was a top priority. Apparently my questions in committee can have a significant impact, as a co-chair of the House Committee on Education observed at the close of the meeting.
My goals for the ’09-’10 session improve greatly with seniority and a Republican majority in the Legislature and a Republican Governor. I support the marriage amendment being between one man and one woman, lifting the charter school caps, promoting school choice, protection of children in Jessica’s Law, all locked in committee. I have a bill in drafting to insure that more tax revenue is reserved for roads. NC is projected to have a 64 billion dollar shortfall on road money. My proposal would reserve 20% of any unspent money at the end of each budget to be permanently allocated to the DOT budget for roads. Over the years, this should make a significant impact on the shortfall. This is consistent with my philosophy that your tax dollars should be spent for the greater good of most people.
